About

David Chapman is the Graduate Program Director of the Master of Public Administration program and a Master Lecturer in the School of Public Service in the Strome College of Business. He received his Ph.D. in Public Administration & Urban Policy with a cognate in Instructional Design and Technology from Old Dominion University and his M.S. in the Management of Information Systems from the McIntire School of Commerce at the University of Virginia.

Prior to working at ODU, he was a Supervisory Computer Scientist for the Department of the Navy. He is particularly interested in online learning and online resources; he shepherded the MPA program through the process of developing and offering their full degree program – online – in Spring 2014. He currently teaches Administrative Theory and Research Methods.

David has an interest in the study of Public Service Motivation, traffic tolling, residential neighborhood patterns, information technology/infrastructure, and social media usage in public administration settings.

In his off-hours, he practices piano (and occasionally guitar), reads, watches movies, and is a passionate rugby fanatic (as a referee and administrator).
